Paddy Lisulo is the Risk Engineering Manager for the UK & MENA region at Liberty Specialty Markets (LSM). He supports underwriting on strategy and portfolio management, oversees risk appraisals, manages onsite surveys, provides technical input on claims, and works with actuarial, exposure management, brokers and reinsurers.
Since joining LSM in 2024, he has provided loss prevention expertise, developed technical guidelines and risk appraisal tools, and led knowledge sharing initiatives, including participating as a guest speaker on Carbon Capture Utilisation and Storage (CCUS) at the 2025 MEECON conference in Dubai.
His insurance risk engineering experience covers upstream, midstream and downstream energy lines for both operational and construction risks. Prior to joining LSM, he was a Senior Risk Engineer at Zurich and a Risk Engineer (Vice President) at Marsh, where he provided risk engineering and consultancy services to clients, underwriters and brokers, including work on energy transition technologies such as CCUS.
Before entering the insurance profession, Paddy spent nine years with ConocoPhillips UK Ltd., working at both onshore and offshore locations in upstream operations and design engineering for offshore construction projects.
Paddy graduated with a Master’s degree (MEng & ACGI) in Chemical Engineering from Imperial College London. He is a Chartered Engineer with the Institution of Chemical Engineers (IChemE) and a certified Functional Safety Engineer (TÜV Rheinland).
